Update: I was finally able to rent a fuel pressure gauge. Got it hooked up, and it took me 6 times of priming the pump(turning key on and off) to get the gauge up to 32 psi.
New fuel pump, reset the inertia switch, primed the system and tried it. Same as before. Plugs are still dry. Checked the two injectors that I could get to with a multimeter and they checked out alright.
Tried a new ecm, same result as before. All wires look to be fine, can't find any frays or cuts. Fuel just won't go passes injectors and I don't want to replace them as an attempt to get it to start. That's a $200-$500 'just to see' thing.
