I have a 1994 mustang that the fuel pump isn't working correctly or I think it isn't.

I have noticed lately that it will prime when I turn the key on then shut off which seems to be fine but when setting at a traffic light I have noticed it cycles and when it does it changes the rpm.

I thought the fuel pump was to run all of the time, am I wrong? If it is supposed to run all the time what may be going on? What controls the fuel pump?
