fink when u moved it back did u have really bad paint condition under spoiler? i have a black spoiler shape on each side i cleaned alot of it with my acrosol
My bad, mine has bolts, but the same principle applies, drill the new holes in the spoiler and screw the bolts in to the new holes, it is a very coarse thread, like self tapping. You should be able to pull the studs out of your spoiler. Apparently 00 had studs and 99 has bolts. On the black stuff, it is adhesive, pretty hard residue actually, A body shop should be able to buff it out, I never had mine done, should have though.
