Default 94-98 Mustang Spare Tire bolt is rubbing on hardboard

We have a 98 Mustang convertible that was missing everything in the trunk. We have purchased the smaller spare tire, hook/bolt, wing nut, lug wrench, jack, cardboard/hardboard, and a carpet pad.

The only diagram I could find to put this in was on the hardboard. I put the spare in upside down so the valve stem is down and then put the jack on top of the rim and then run the hook through the middle and tighten it down staight up and down with the wing nut until it is tight.

The problem I am having is when I put the hard board over it the bolt hits and rubs. I am afraid if I leave it this way it will eventually push a hole through the hardboard and then put a hole in my carpet. When I was in the process of buying these parts I saw cars that had a hole punched through the hardboard and carpet.

Am I putting this in the trunk the wrong way or is there a another piece that should be there that I am missing?
