stall up hill 5th gear 1500-1700 rpm

stall up hill 5th gear 1500-1700 rpm
having trouble with stalling while going up hills in 5th gear, rpm around 1500-1700 rpm. Its brief, like a bad lug, then continues on her merry way. What could be causing this? 1998 3.8L
