Default virginia laws on muffler and noise violations

well i have a friend with 2000 civic and got pulled over for aftermarket muffler and for how loud it was.
my mustang is by far louder and i have no problem with cops and my exhaust. she has to go to court over it for a noise violation. her car is not that loud! its crazy. i cant find any laws sayin about this. im sure there are but any info is wanted and appriciated. she has a fee and a summons for this. i think its crazy.
thanks guys

Maybe it was a city ordinance. What city does she live in?

There may or may not be a specific law related to this on the books in VA or the town involved (but I'd tend to bet there is)

Cops can always fall back to the vague charges that are available such as "creating a public nuisance" to cover items such as this.

When I visit my father, (he lives in Fredericksburg) he is amazed by the fact I dont get ticketed for my set up. (hes an uptight luwyer thats never gotten a ticket for anything) From what I understand, VA is really strict on inspections, noise, emissions, etc.
