I think it depends where you buy it from but most places will be primed

I just bought the 3D Carbon chin from Ninosport (the same one shown in 07 Grabber Girl's signature; it's part no. 691032), and it did NOT come primed. It's raw plastic, which means the prep to paint it is more involved (it has to be heated and treated with a special solvent before they can prime it, otherwise the paint will likely peel later on), and therefore more expensive. Be forewarned.
