2011 won't start ... acts like key doesn't authenticate

2011 won't start ... acts like key doesn't authenticate
One evening after work, I put the key in.
All lights on dash came up normally
Needles move up and back, like normal.
Turn key to start and NOTHING happens. No click, nothing.
Tried turning key forward and back 40-50 times and it finally started.
Sunday morning, I had time for only 3-4 key turns before I gave up.
This had happened in the past both before and after instrument panel was replaced. Previously, it had occasionally it required 2-10 key turns. This time that needed 40-50 was unacceptable.
What can I do? Is it having key recognition problems? I tried the spare key with the same result.
Something else?
Some of the complaints I've Googled have been resolved by replacing a fuse or relay. But that doesn't seem to explain a problem that is intermittent. A fuse is not "sometimes blown".

Take the wiring diagrams from here http://iihs.net/fsm/?dir=499 and a test light and figure out which wire is needed to energise the circuit and go from there. Turning over even on a PATS protected system is still mechanical, if the chip is not recognized the ignition will not fire, but it will still turn over.

I actually have a non pats key that I have for just a door key that turns it over. It works fine for running the radio at shows and don't have to worry about someone taking your car when you have your back turned.
