The SCT iTSX I use with my Steeda tunes works great as an OBD tool as well.

I use an AutoXray AX700 CodeScout 700 OBD-II Scanner. It's cheap and works.

IDS

Is that what they use at the dealer? I once had an issue that I let the dealer diagnose, which turned out to be a misfire that wouldn't trigger my CEL. (No wonder I was stumped.)

IDS is the dealer tool, software installation is a bit tricky, but software is not difficult to learn, it will save you much money instead of visit dealer every time. It will troubleshoot your vehicle and tell you where the problem is, then you are able to pull out the fault or decide if to get the module programmed.
It is not a DIY tool to some extent
