Wecome to MF's and please disable the CAPS button as you are yelling

There is no "best" wheel/tire as it is pretty subjective, but will tell you what I think offers the most options. I like an 18" wheel on ALL Stangs and will offer the widest range of tires, generally speaking as there are some exceptions. A 17" tire will be less expensive, but not quite as many options.

The type of tire one wants to run needs to be decided by the needs of the driver. Head up to Choosing a new tire thread (in my sig and "sticky" on Tires and Wheels main page) and do some readin'. That will give you an idea of what type of tire you need as there are MANY types depending on the driving you do.

personally Cobra 17" wheels with 275/40's on them would be perfect for a street driven car, provide awesome handling, and great traction. I personally would never go larger than an 18" as it will kill performance. I'm looking to get rid of my 18's and get some super lightweight forged wheels.
