Looks like I found exactly what I was looking for.

I am having matte black stripes painted on my car as we speak.
If you clear the flat black it's then going to be gloss black, so no you don't use clear coat over it. Some bodyshops use a special mixture that has a special additive that will act as a clear and protect the paint.
All I have to say is good luck with flat black stripes with vinyl, but the main reason I switched was because I am having a differnt style stripe put on my car then what the vinyl companies offer.

Says it's a top coat paint, no clear coating needed. Also says not to polish it as it affects gloss so I imagine that also means waxing. So basically you would need to mask off that area whenever you waxed.
