1/4 window scoop prep and paint

i ordered these xenon scoops unpainted. it says they are prepped and ready to paint. do i still need some prep work? or do i just prime and paint, then clearcoat?

They almost certainly will not be ready for paint. They will need to be cleaned, then scuffed with 400 grit sandpaper (or to make it easier use a scotchbrite pad) then hit it with primer, then paint, then clear. Use a lot of clear.
Depending on the quality of the clear, you might need to wetsand and then polish them as well. If you wetsand, use 2000 grit, and stay away from sharp corners. Once it's all uniform, use a polising compound, then something very gentle...Turtle Wax Ice Liquid Clay Bar is a good final step. It's essentially a mild polish.
