Surprisingly, that is a factory scoop. It's part of the appearance package on the right of the invoice,

Thanks again everyone,

For those that are curious, those are the FR500 style wheels with the 99-04 offset, which I believe is either +24 or +28. The tires are 275/40's and I have 0 clearance issues with them.
