It won't take you long before you get pulled over. Some cops don't care, but some will slap you with a fine right away, not even give you the chance for a fix-it ticket. Heck, if some will do it for too dark of tint, they most certainly will issue a ticket for red/blue lights. Seen it before.
In my opinion, the halos would only work on a black car or red w/ red, blue w/ blue, etc
No one was calling you a ricer, just questioning your judgement/motives. Welcome to the world of aftermarket automotive modifications.
If you do end up doing this, I'd like to see some pics out of curiosity. Just make sure the pics don't include your license plate in full.

I for one don't like copying another car's styling cues, be it BMW halos, Audi LED strips, Altezza lights, etc. But if someone wants to do it it's their choice, plain and simple.
Now, when laws come into question it's something else. Then I think it's correct to point out if there would be a legal problem with a certain mod.
To the OP I would say, if you like them go for it, but only if you're going to use them at car shows. For street driving that's just asking for trouble.
To everyone else, just chill. His being 17 has very little to do with his taste in mods. I've seen plenty adults with fuzzy dice, steering wheel covers, 20 million amp stereos, 22" and larger wheels, fugly body kits and other stuff which I myself find tasteless, but this would be a really boring hobbie if everyone had the same mods.

Idk I read more stuff about lights, so red/blue is out of the picture do to illegal mods. I'm going to go with the fogs and head lights off american muscle, and probably going to stick with stock bulbs until they burn out then I'll pick up 6k HID bulbs so they blend in with the halos. Ill post pics when i get them on.
