Looks like that bumper has already been painted and the prep sucked.
It shouldn't peel off like that if flex agent was ever used...
To save this bumper and do a good job you'll need to strip the paint and it's time consuming, thus costly.
If the $600 quote you got involved stripping, then it's not a bad quote.
But since the CS kit is about $400 or slightly less, it might not be a bad idea to go that route and get a new look to boot.

The proper repair would be to strip the bumper and repaint it properly, or to just scrap the bumper and get a new one. Go aftermarket or reconditioned if you want to save some money. I've had very little luck with recycled bumpers.

If the shop is trying to sell you anything else, then it's time to find a new shop.

I had a similar experience. I opted to have mine repaired and repainted. Only the damaged half was redone. I truly can't tell the difference in paint from the OEM to the repaired side. Mine was about $600. It truly is a matter of finding the right shop who takes the time to do it correctly. Here is the shop I used. As in one of your previous posts on this thread, you said it looked like the bumper had already been repainted and the prep sucked. How could someone tell this? (explain in detail) I might try to convince my dad that since it had already been repainted, he need not be skeptical about getting a new bumper painted. lol

I honestly don't know if they had repainted the bumper before or not. In one of the pictures I included, it shows that the corner where the bumper meets the finder was pretty torn up. I'm suspecting that the previous owner had gotten in a small wreck and maybe had only part of the bumper repainted? I don't know..

I really like the work that that shop has done. Only one problem, it is in Tucson and I am in Baton Rouge. LOL! But regardless, it all looks great!

btw for the amount of money to paint the bumper properly you can prob get a take off bumper for cheaper. the bumpers are cheap and def worth it bc you know that the work wont come back and bite you later
