Paint or clear coat coming off?

What do you make of this small area of paint on the A-pillar? It has a rough feel to it, and is only happening in this one spot, but seems like it could grow bigger if left alone. Car is 11 years old, mostly garage kept. What Would the body shop need to do to fix it?

They would sand and re-paint. Should be fairly easy to do in that area.
