Most of the hood scoops that aren't funtional are just put on with 3M
tape. Some you actually have to drill holes in the hood. I would have a hard time drilling my
new cars full of holes.

Yep, I felt the same way and swithced to a completely new fiberglass hood.

There aren't any Mustang hoods that have effective ram air capabilities. The intake is in the wrong place to take advantage of a center mounted hood scoop. The best you can hope for is 2 or 3 HP, you're really getting "fresh" air rather than ram air with most of the aftermarket hoods. There aren't really any negative effects to a "fake" hood scoop other than adding a slight amount of weight. Personally I like the Roush scoop, it fits well and doesn't overwhelm the hood.
