Meguiar's has a plastic cleaner/polish. "PLASTX" which I've used with some success on motorcycle helmet shields.
I'v heard rumors that some bugs is some states are really tough critters. Here in the SF Bay Area I clean off my front end almost every drive, using Meguiar's "Quick Detailer" and/or there Nxt Generation Quick Detailer. Both work for me!

Yup, there are lots of plastic/acrylic polishes out there. Gonna need some elbow grease too. An electric buffer would help as well. For future reference, never use to clean, anything harder than that which you are cleaning. (i.e. never use metal to clean plastic.) Just use the Turtle Wax Bug and Tar Remover. Spray it on just before you wash the car, then while washing the rest of the car, use a wash mit to rub those guts right off. If not doing a full wash, the Bug and Tar can be used like a detailer as well. Works great!

Folks like Clearmask that sell clear 3M bras also sell just head light protector kits, they are pretty easy to install since they are small pieces. If you can get your lights cleaned back to where you like them, you might consider a protector like this. I have been happy with mine. I also apply Rejex on top of the 3M material to make cleaning very easy. It works.

When I used to use the Turtle Wax Bug and Tar remover, I used to have a problem on my old car. It would leave a waxy like residue that I couldn't get off that would allow dirt to stick to it abnormally easy. One drive down the road and you could see exactly where I applied it. Maybe it was just me though.
