I live in Wisconsin and here it differs from county to county. The more populated counties have emissions while the less populated ones don't. Does anybody know if any other state does this? I just register my car with my address, but list it as being kept in a different county.

Last I heard (which was years ago so things could've changed) if you worked in one of the areas that requires emissions testing then you have to have your vehicle emissions tested as if you were living in that area despite living in an area where emissions testing isn't required.
But the law in your state may be different and you need to look it up to be sure you are legal. That is if you care that you are legal. If not just forget about it and hope they don't catch you.
As mentioned earlier, tampering with emissions equipment is against federal law wether your state requires testing or not. Since you are worried about being able to pass inspection I wouldn't run the risk of gutting your cats. The smog inspection devices have come a long way over the years and have become pretty sophisticated. Here in Az on a newer car they don't even have to open your hood or look under the car. The equipment tells them if there is something wrong like a gutted cat.

In VA, only a few counties in northern VA have emissions, and I think it's every two years, without it you cant renew your tags. The rest of the state just does a visual inspection. WV also does just a visual.
As far as the off road pipe, it's very quick to change, and most states will drop the improper equipment charge if you show that you put it back on. But how often does a cop stop you and look under your car?

Maryland does that. I live in the Southern Part (St. Mary's) and right across a local bridge where another county begins, they have emissions testing. It's odd because there is only a bridge in between us but oh well

In Oregon, you have to pass emissions every 2 years in the Portland Metro area and the Medford Metro area, but testing is not required anywhere else. Good thing I live in the Salem metro area. Medford isnt that big but its in a smaller valley that traps in the smog. The funny thing is, you don't have to pay for the test if you fail
