I don't know about the best combo, But the best deal is one of our sponsors.
Check the very top of the forum and it will say, Evolution Blow out Sale, it ranges in the 500's for the type of engine/intake you want.

I throw my support brenspeed's way. Regardless of what other dealers are charging, Brent has the best tunes. (Totally biased opinion.) I've bought other items from Brent through Ebay, and his customer service is excellent.

Now I am not trying to start a fight here or anything, but I have heard that brenspeed's tunes are better. Also, What is the difference between your C&L kit priced at 625.00 and brenspeed's C&L kit price at 675.00? And who's tunes are acctually the best?

Whos tunes are "Better" is going to be a matter of opinion because of the things that the tune changes. I have Brenspeed's and it changes shift rpms etc. As far as the Evo tune, I couldnt tell you because I dont have it. Im sure it is a good tune also and lots of members have said they liked it and ordered from Evo.
As far as best combo.. I think that the SCT + C&L is pretty good.. some of the best gains you can find, I think they are like 1 HP more than the JLT + SCT combo.. cant go wrong with either tune, Im sure both are very skilled at tuning these Mustangs by now... or they wouldnt still be in business now would they.

I have the JLT CAI and SCT XCAL 2, I'm very happy with the performance and sound from it.
Here's a link to an article by 5.0 Mustang and SUper Fords, where they compared like 15 CAI's. The JLT was the best performer but the C&L was tied with it overall because of the materials and such.
I live in Las Vegas so the air density and temps may throw off the numbers a bit, but I picked up over 2 tenths in the 1/4 when I installed it, plus I also put lowering springs on and got 2 tenths worse in the 60 ft. And the temps where 20 degrees higher when I ran it with the JLT.
I think that shows a pretty significant performance increase for an investment of around $500
