Is the -Pre-Catalytic filter mentioned here Just a California device?

I read this article, then pulled my intake hose, and my Stang doesn't have this piece. Does anyone know if it perhaps is just a California smog item?

This was only in early production 2005s. Ford themselves stopped installing this part.
