Not sure if this will help but take a cup/bowl hot water and pour it on the brake assembly behind the wheel.

Do this get a blow drier set it on hot and blow dry the brake calipers. Thats what i did for mine. It takes about twenty minutes. As soon as it releases a little bit. Drive the car around town immediately and make sureto brake alot. This should solve the problem if the cable or caplipers are frozen

I saw a thick black cable, but not sure what that is. I don't want to pull out something I'm not supposed to touch.
If it's about 1/4" and to the front of the rear tire and runs up under near the rocker, that's the one! Don't worry about hurting it, if it were fragile, they wouldn't run it under the car.
