Yea Al, that is what you have to do even when you are changing the springs. The cams have to be in place to use the 3 valve tool, so you pull the rockers, change the springs, then pull the cams. You have to do the same in reverse to reinstall. Put the cams in first and then the rockers using the spring tool.
