I bought my projectors from ebay for that price a while back. What I did when I got them was put a bead of clear silicone around the casing and wire slots so as to avoid water getting in and gathering condensation. I have had them now for about 6 months now driving in the snow and rain and ihave no water in them.
As to the topic of them not being bright enough... They are just as bright as the stock headlights. The problem people run into is that the projectors do not come pointed in the right direction. So people automatically assume that its not bright enough when in fact they are probably pointed too far down or too far up or too much to one side. When you get them make sure to adjust them and make sure they are pointed where u want them.

mine are straight but i know someone who has theirs actually tilted up.. he does that because he drives with his fog lights on in conjunction with the headlights... he says it gives him a more braod light... i dunno to each their own i guess
