It's there to come loose and dangle there and make you wonder why they would put a strap there that absolutely will not stay snapped.

Looks like it might be a safety feature incase your seat latch breaks.

Somone mentioned that it's there to hold your seatbelt so it's easier to grab. It actually works because now I don't have to do a flip to reach it anymore.

I have the non-power seat and don't have that. Maybe it's for Side Air-Bag if you have it..

It's definitely to hold the belt where it needs to be so that you don't have to visit the chiropractor if you drive too often. Read it in the manual.

You just put the bottom part of your seat belt in it....so you dont have to reach back as far to grab your seat belt. I asked the dealer...if you dont have it on your car..then you got gipped lol.
