Elbow grease, get a good brush from the autoparts store and get to it. Spray 9 is about the most aggressive cleaning solvent I would use on wheels. Soapy water with normal blue Dawn can also work.
I wouldn't mess with any of the wheel cleaners at autoparts store they'll rip off the clear coat and pit your wheels. If the brake dust is already embedded your too late. Regular care is the best way to prevent wheels from getting impossible to clean.

Dont use any other cleaners that you wouldnt use on the rest of the car. As for the already imbedded brake dust, get some polishing compound and clean em up. Then wash and rewax the wheels.

I had brake dust that turned my wheels yellow, and would not come offwith anything!! I even tried to use gasoline to get it off and that didnt even work. Use Mr.Clean Magic Eraser pads wheel and tire pads, they are absolutely amazing, you will be amazed how good they work. I paid like 4 bucks at walmart for a pack of 4 of them. My wheels look like brand new again.
