My 05 V6 manual has 45,000 miles on it. I never had the whine up until I reached about 40,000 miles. I only get it when I'm doing a completely hard turn like ina court for example. It's not too loud, but I notice it. I notice all kinds of noises on my car no matter how subtle.
My friend's 2003 GT manual does the same whine. Again, not too bad but it's noticeable. I know Ford won't do anything but I'm sure it's something you can improve by replacing the power steering pump.

yeah, if you look in the manual, it tells you not to keep the steering wheel turned all the way for more than a few seconds. i think it's because the steering is weak, and holding it at full turn for more than a few seconds will damage it. it will also cause the whine...
my steering was 100% fine until one day i made a very sharp turn for about 15 seconds with the wheel turned all the way and now it whines a bit...so...

that sucks i even park it with the wheel turned sometimes for several hours

New to the forum, just got my new (to me) 2005 last week! I have what appears the exact same problem. A little relieved that it's nothing too serious, but also annoyed that it's so common. If anyone makes any progress, I'd love to hear. Mine's still under warranty, so I'll probably try at least once to see if the dealer can do anything about the whine.
For what it's worth, here's my exact repro:
Starting cold everything is fine, nice, and quite, no matter how I turn or how fast I drive. However, once I drive for more than a few minutes, and then make a turn at low speeds (<10mph) I'll get the whine. Once the car is off and cools down for 5-10 minutes, the whine is gone.
If I make any progress, I'll be sure to post it. I may even take it to my local garage, I trust them much more than the dealership.

Keep one thing in mind. The faster you're going, the easier it is to steer. Without power steering at 60mph, you'll never notice a difference. I had a '90 and bypassed the PS and the only time there was any effort was in parking lots. If you're moving, it's pretty much the same. If you're getting noise, it could be from the relief valve. It could just be bypassing due to high pressure. Does it ever get hard to steer above 10MPH? If it does, eat more wheaties for breakfast. They're pretty easy to steer no matter what and underdrive pulleys slow down the output of your steering pump to save on parasitic losses. It's a common way to get more RWHP. If it's noisy, the pump is probably just working too good and bypassing. I haven't owned a Mustang with a rack & pinion that hasn't had a little noise.
