Default straight pipes and catalytic converters?

So is there a way to have like the catalytic converter, but run a pipe through it so it just looks like a catalytic converter and doesn't work? My friend told me that cops will sometimes look under cars for the catalytic converters if some cars are louder than what they think they can be...so I had an idea maybe i could make like a kind of fake catalytic converter by having the housing of the cat, but run a pipe through it like an o/r h-pipe?

just gut the cats. basically removing everything inside but wont see anything missing on the outside
although if you have emission inspections in your state you will fail your test.

Inside the Cat is a Honey comb of ceramic like stuff, Take the exhaust pipe off and with a long bar and hamer and remove the honeycomb stuff. Then Pay $130.00 each to replace them.
