Default Steering wheel bolt torque-to-yield?

I am swapping out my non-IUP steering wheel for a IUP steering wheel on friday and noticed that on the steering wheel R&R instruction it says to discard the steering wheel bolt. Is this bolt torque-to-yield? Better to know now than when my steering wheel is off and I have to find a way to get the bolt!

The whole workshop manual is full of "discard the fasteners".
Cheap @ss bolts? Blue locktite will be a working for ya here
unless you are planning on running the baja 1000.

Good point 157db. I know that Ford has used torque to yield connecting rod bolts in the past, but a steering wheel bolt? Not likely. I was planning on using locktite anyways, don't trust anything important without it.
