Default Radio & Clock Resetting Subsequent Strange New Sound While Cranking

I just got my car back from the dealer for a dozen or so minor things. I got in it, there by the service department, and upon cranking, I heard a sound I have a hard time describing. It occurs during cranking and it sounds like it is coming from somewhere by my left kneeor maybe even further forward possibly on the other side of the firewall.Itis a fizzing, kinda sandpaper-on-wood,almost scraping or even raspingsound. When the car starts, the sound is goneand the time on the radio is 12:00 and the radio is on 590AM and it starts inventorying the CD's. I also lose the time on my trip computer.

I got the service rep and we were able to reproduce the sound while cranking 5 out of 6 times, each time, with the same results. My issue with Ford and the rep is another story that I am formally addressing but I wanted to see if anyone here has any experience concerning my problem.

You guys have any idea what this could be?

My fuel gauge makes a sound when it goes up upon starting the car.
Maybe that is the sound?

Nah, I doubt this is fuel-gauge related. It's a new sound, and just started when I picked up my car from having some work done on it. I've had the vehicle 2 1/2 years with just under 70K miles on it. I think it might be my battery which i plan to have tested today or tomorrow.
