Is the switch itself a microswitch sort of thing, and if so, can it be shimmed, relocated, a tab bent, or something else done to reset its 'ON' pointsuch that the parking brake lever can be left all the way down?

the only thing to do is get the dealer to re-program or deal with it
if you got an aftermarket HID kit, then its easy to disable as you would just interrupt the power flow between battery and ballast with a seperate switch wired inside the cabin
