What is this on this roush rear fascia?

What is this on this roush rear fascia?
the lower area of the bumper pic is black around the tips and in the middle.......is it painted on there, is it an insert piece that you buy and install, or what???

I say its both. There are three pieces that make up the rear bumper. Looks to me like this person painted the center piece and the ends of the of the other two. Here are a couple of pics from when I put mine on.
