The only thing that might stop me is the Illinois emissions laws, but I might be able to do a few crafty things with state registration/vin numbers. Luckily my father was a Chicago cop so he's given me a few pointers.

If you're still looking for a S197 mustang with a bad engine check: erepairables.com It is a website with wrecked, flood and theft recovery cars. I have seen a couple on there cheap that thieves stole engines out of so the insurance company salvages them. Auto rebuilder dealers then buy them and sell them to the public.

Well, so far the hardest part of the project is finding a $7500 V6 that hasn't been wrecked/rolled. Erepairables.com seems to be full of totalled 'stangs...
I want this engine in something soon, and a '92 mustang, while cheap, really isn't anything special.
I might just have to wait a little longer, but while I am waiting I was thinking of beefing up the bottom end. It's running a stock crank, stock rods, and cast hypereutectic pistons.
A guy with a similar build as me was making around 620 horses and right around 600 ft/lbs (but we'll see once it's on the dyno!), but the bottom end won't be able to hold up to much more if I want to upgrade to a supercharger.
The C6 tranny is back from the shop, ready to go, and I have enough in my slush fund for the suspension, exhaust, and brake upgrades.
EDIT: Forgot the whole point of my post,
As for the titling and insuring, Illinois has a special title called "Specially constructed vehicle". It basically covers any custom vehicle that isn't a kit car or street rod.
It works out quite well, that the car can be driven occasionally for transportation and to car shows, it just can't be your daily driver.
This really solves my problem with emissions, and makes an OBD II emulator or VIN number shenanigans an absolute last resort.
