Default Cold weather, rear brakes frozen?

For the past few mornings its been really cold here and I've noticed that it seems like my car seems really sluggish. I think the rear brakes (e-brake is off) are still on. I only notice this when the outside temp. is below freezing. Hasanyone else noticed this with their car?

yes there is a TSB on the freezing Ebrake.....look at the top of the page

The E-brake handle might be down, but the actual brake is still engaged (frozen).

Do we know if he used the ebrake before this happened. I have 11000 miles on mine and have never used the ebrake.
