Use a piece ofpvc pipe equivelant to the size of the id of the silicon, push it on, draw a line and go at it with a razor blade, make the cuts in a few steps, one all the way around it to score it, thena deeperone to start cutting the nylon reinforcements a few more to finish the cut through... Seems like that would get it straight without a lot of retard strength or any custom lathework.

I personally would go with using blue or green body masking tape and wrapping it several times to build up a ridge, then using a utility single edge razor blade, scribe lightly around the straight edge of the tape, then continue going around it several more times until it is cut through. I've done it and it works perfectly and gives a show quality cut!
