If I was in the states I could be a little more helpfull, being in Germany I dont pay taxes on cars and I had a friend buy a '08 deluxe for around 24 but without taxes.... so not 100 percent sure just give the local dealership a call not sure what reates they still have going on.

Short answer is yes for under $24K. Esp if you get stock non-shaker headunit, 5speed, cloth interior and stuff.

Some of the options might not matter to you. 24k is not unreasonable to expect with discounts and base options.
As for the 31k GT prem. I bet you can get that down to 27 or 28k with discounts and haggling.
