It probably flew out of a garbage truck. Instead we need to reduce the amount of trash we make or reduce the amount of people we make. I'm for the people reduction.
If that happened to me i'd get under there and remove it. Heat gun should get that sucka off there. If not I have a propane torch.

A plastic bag is LDPE, or Low Density Polyethylene. Completely harmless. As are 99% of plastics. It just doesn't smell very good.

Seriously, I've been a plastic engineer for 13 years. Theres very little about plastic that I don't know. (Fun life huh?)

I have had that same thing happen to me... it smelled damn bad!
Good news is - it will eventually go away.
Driving at high speeds on the highway for about an hour will shorten the life span of the alien!
I used to have a 94 Corvette... hit a "floater" on the highway and it stuck to the intake of my car... the RED idiot light came on and I started smelling antifreeze, so I pulled over - saw the plastic - said a few well chosen cuss words and pealed it off of the front of my car.
If you didn't like having that plastic on your pipe - - WAIT until you have a SKUNK hung under your car!
