Default Aftermarket Hoods & Underhood Liner

I've noticed aftermarket hoods don't come with any kind of underhood liner like the stock hoods.

What exact function does this liner serve? Any problems with just getting rid of it?

The exact reason for these is as a fire blanket for the engine, per Federal regulations on manufacturers. There is nothing wrong with not having one. The whole idea is for it to smother an engine fire in time, much like a fire block wall. It really doesn't work, but it was mandated many years ago by the Gov't. and hasn't changed.
