Received my Spydershaft - Whats this welded to it?

Received my Spydershaft - Whats this welded to it?
OK, I got my spydershaft in and I could not help but notice a piece welded to the side. I am guessing it is some type of balancing piece, but am not sure. Anybody know what this is? I would like to know before install the shaft on my car.

Don't forget the 10 quarts of Prestone... No, make that Quaker State.. Antifreeze.
PS - it's 3-in-1 oil, not 4-in-1..
