check that and then see if somewhere has a balancer that can put a load on it while balancing i forget what the machine is called.
Road Force balance. I had a similar issue on my 19's until I had them Raod Force Balanced.

You could also have a loose sensor if they installed them on the new wheels. That thing breaks and you'll know it for sure!
