Mine had tape on the outer ring also. I have removed and re-installed my trim ring 3 times. Each time I re-installed it, I installed new tape. I have not installed the 4 rivets that originally came with the trim ring and it seems to be holding togehter fine also.

My kit came with pop rivets.
They hold the upper and lower trim together with the help of the 3M tape.
I didn't use them because I modified that trim ring with a heat gun and I had to take a lot of material off the corners so it could take the shape of that bulge I have in the middle of that hood.
The lower trim is useless for my application.
You have to use some rivets on that deal

The upper ring had 3M tape. Once I lined up the upper trim ring, I simply pulled the red liner on the 3M tape. I could not get the holes for the rviets to linr up. I wound up drilling new holes and using slightly larger rivets.
