correct. they place on a dyno and tune it right there on the spot. best method for tuning a car, but also more pricey than ordering a mail-order tune from a tuner shop. i've read from some members that they got 3-5hp more from a dyno tune compared to their previous mail-order custom tunes.
the question is whether the 3-5 hp is worth the cost of a dyno tune, assuming you are N/A with basic bolt-ons.

i have the 93 race tune and i like it, but its a little too much for everyday driving. it keeps my overdrive locked out below about 60mph.for my everyday commute to work i use the 87 performance tune.

its not that touchy, i honestly cant tell the big of a difference with it
