Its jagged in looks because its an unmachinedraw sand casting surface.
Its normal. Its a drain/ring gear inspection hole of sorts. Not your source
of vibration.

There was a TSB out about this type of "rattle" and how it's the plate between the tranny/engine...? Talk to the dealer about it.
