In CA we are required to have a front plate? The last 2 cars I have owned have always had the back plate on, but never a front one. I did have the plate guard, but not the license plate.
Never had a problem.
What about Corvettes? Some don't even have the place in the front end to put a plate.

I bought my car from a dealer in Maine, the bolted an advertisement plate to the front cover, of course in MI we don't use front plates so I have the ugly holes also, I am going to find 2 plastic round head caps, paint them to match the car with t/u paint and glue them into the holes, I think it will look better than 2 black holes in a satin silver cover.
