Yes, that's correct. If you don't paint the base, you'll have a visible seam, which will look goofy with the glossy paint and no seam on the mirror housing.

You shouldn't paint the base glossy, even on a black car.
Semi gloss will blend better with the rest of the trim IMO.

how is that two tone really? the flat part of the mirrors comes black already doesnt it?

It's considered two-tone because the mirror housing is body color and the base and stem are black. Some people will paint everything one color (base,stem,mirror housing) which wouldn't be considered two-tone or not paint it and leave it all black.

No, I wouldn't paint it glossy, either. As you can see from mine, they were done in satin black. It matches the rest of the trim perfectly.
