It definitely depends on the car, IMO. Go with whatever "theme" you are going with. On black, I honestly like them both about the same. If you're "blacking out" the car, I'd go with the smoked ones. Otherwise, I think the clear ones match the fog lights really well. Either way it will look better than what you've got!!!
