If you're not under warranty, here's what you do, or at least what I did. The TSB is correct, follow it, mostly in it's entirety. My cowl retaining grommets were the primary leak, I purchsed new ones from ford then bought body seam sealer from an auto paint store. I removed the cowls then removed the grommets and layed a bead around the hole, pressed in the grommet, then layed a bead around the grommet once installed. The seam sealer is much cleaner than the ureathane "black tar" the tsb calls for. Also the window weatherstrip retaining foam was not installed correctly at the factory. I replaced it with some unversal foam seal from oreilly only $5 per side. I also went up under the front inner fender and sealed pretty much everything I could find. No more water so far.
