I had this happen to me about a year ago when I was living in Dallas. We had a big freeze and my car wouldn't move. I moved back to Houston, and we don't really have freezes that much. Didn't know there was a TSB on it.
Growing up in New England in the 60's and earlier ( never mind how much earlier), the cheapest way to prevent a stuck P-brake was to not use it during the winter if there was any way to avoid absolutely having to. Old habits die hard; I still hardly ever use it.
Mine froze up a couple of years ago while it was still under warranty. There is a TSB out on it so it was covered. Ford dealership had my car back to me the same day.

Same here, minus the 60's I am only 19 but have learned already not to throw the e-brake on when it is cold out. It is not something specific to any car, it just happens sometimes.
