Yeah, totally normal. Kinda annoying at first, but like Joo said, these seats get hot in a hurry, so I'm comfortable when they shut off.
Then again, I'm a yuppie in California, so it doesn't get that cold over here, haha

You can probably rewire them to turn on when you turn your car on. My heated seats were installed by the dealer after i bought them. they have a high/low button mounted on my seat and they stay on as long as the button is on. This makes for a lot of fun punishing friends during the summertime because i can get them fully heated before i pick my friends up and they never turn off if my friends cant figure out whats going on.

I can barely even feel any heat coming from mine when I have a sweater/hoodie on.
Even with a t-shirt on they don't get very hot. They're more like seat warmers than heated seats. The seats in my mom's Cadillac set your clothes on fire. Any time I drive her around it reminds me of how much the heated seats in my mustang are not heated seats.

I have a 2009 GT/CS with heated front seats. After having them turned on for about 15 minutes or so they shut off. I can turn them back on right away and they operate fine, but 15 minutes later they shut off again. I was wondering if they are made to do that? Some type of safety feature because of the airbags in the seats? Thanks in advance.
