Let the car idle for a few minutes...the exhaust thaws out the cable near the brake assembly. Happen to me last winter after a snow storm...my brakes were smoking in the rear! I was told don't use it during the winter when the bottom of the car gets wet.

I have this same problem, and I've resigned myself to just parking in gear for the rest of the winter and replacing the cables come spring...

I have to wonder if packing the new cables with grease better would help keep water out?

So far, I haven't had any trouble with the e-brake. The car sits in the driveway on a slight incline, so I do put it in 1st gear and pull up the e-brake.
When I start the car up, I let it warm up for about 5 minutes especially on a cold day before I drive off.

I just park in gear when it's below freezing.

well, mine is sticking for some other reason besides ice, as it spends most of the time in my garage and it rarely gets below freezing here. I figure its just seizing up cause maybe the cables are dried up.

I assume it still applies to the current models.
Oh it occurs on newer models but the TSB was only for 05-06 as they state it was corrected for 07. But mine along with many other models newer than 05-06 still have the problem. Heck mine even gets frozen in the down position!! so if I go to warm the car up I have to "break" it free by pumping it up and down several times. I can feel it snap free.

...where's Taco Bill on this one???? We need a good vid on replacing the e-brake cable
